The Empress needs warrior drakhounds, and wants to turn Shadowfalls puppies undead to serve. That should not be! They have not had a chance to really live… and they look hungry. Quest all through Shadowfall to find 9 of the pups and slay 7 Fear Munchers to feed them. We can find other warriors for the empress.
Well done. I have called up the prisoners in the King's jail cells, and some are willing to serve the Emress. She may use those for warriors instead of the puppies.

The Empress has heard of a new clutch of dragon eggs in /Lair. She does not want to take the chance that they may be turned to Chaos, but I cannot agree to destroying dragons. Save the 8 eggs to prevent Drakath from Chaorrupting the dragonets which will one day hatch.

All I know is that the Empress has staged a bandit attack on a nearby town. She will not tell me why. Rescue the 5 villagers in Poisonforest and slay the bandits attacking them!
